Web Page Doesn't Disply Properly

I have Windows XP and Explorer 6.0.28. When displaying
some web pages it will not show me the toolbar to move
around on the site. Any ideas as to why?
 
What toolbar are you referring to? If you're referring to IE's toolbar,
right-click on the menu bar, links bar, or address bar and put a check next
to "Standard Buttons"
