My sincere thanks to Sandi-microsoft MVP,Pete Duffy &
Maureen Goldman for the advice. It's quite a relief to
hear that clearing history is not that important. But for
what ever the reason my bank has advised me to clear both
temporary internet files and history after some of their
customers account has been broken into.
Coming back to my problem, why can't I 'clear history'?
I've been doing it for the past 4 months since I upgade
to this computer on xp platform and explorer 6. Only this
past 2-3 weeks I can't do it.
 
I would suggest that your history folder is corrupt; create a new one as per
the advice at the URL below:

Regarding your ISP's advice, if the client had an automatic log-in set, then
deleting the history folder wouldn't help; deleting COOKIES would, and the
autocomplete cache.

Otherwise, if THEIR website is not written to prevent caching, that is a
MAJOR design flaw on their part; that is the only (obvious) way that I can
think of that would allow history or temp files to allow people to 'break
into' online banking.
