Web component-defiling text

It says in my book to go insert]web component]dynamic effects] then I choose
defiling text in the list in the right window.

I only have '' marquee'' and ''button'' in that list. How do I get defiling
text effect?
 
I've never heard of defiling text in that way.
what is the result of this?
