web browsing lockdown

I'm looking for a way to control web sites that some users can browse to.
In a perfect world, I'd have a security group to define who the policy would
apply to and then these users would be limited to internal web sites only
(192.168.*.* IP addresses, for example).

Any suggestions on how to do this?

in what context are you talking, a domain, a few PC’s, an ISP, what?
