When I sign onto a network does the network admin have access to everything I
do and everyplace I go and also keep records of it?

If, by network, you mean an ISP, then yes. The ISP sees all of the traffic
between your PC(s) and the internet. Your ISP may keep records of the sites
you visit, but I'll bet they won't admit it. Also, in the USA, your ISP may
share any such records with various gov't agencies under orders (as per the
so-called Patriot Act), and those gov't orders may require the ISP to keep
secret any such shared data.

So, assume that George Bush is reading your email; go ahead, see if you can
make him blush.

If he Network is private network, or work related Network, it depends on how
the network is set.
Thus you have to assume that the Network Admin does keep the logs and can
retrieve your activities.
