Way to change temp download destination to another drive?

I am getting low disk space on my windows partition, and when I download
something large, even if I choose another drive partition to download it
to it temporarily goes to my windows partition anyway first until it is
extracted. Is there a way to change this destination where the file
goes temporarily? This is getting to be a pain, I have tons of space on
the rest of my drive but am being limited because of low disk space on
my C drive.
Also, some of the stuff seems to not get deleted and fills up more
space, where do I find it to delete it?

Downloaded items go to the browser cache first and are then copied to the
desired user selected destination. Redirect the Temporary Internet Files
folder to another drive. Internet Options> General> Temporary Internet
Files> Settings: Move. This way the cached download (which deletes as soon
as the copy to final destination is completed) and the final copy will both
go to a drive with adequate space.
