Way for user to send me email

Is the question of a way for a user to send me email appropriate for this
group? If not, what group?

Assuming that it is appropriate, what is the best way to have a user send me
email, particularly given the spam problem?

I am a newbie in Front Page.

Using a form that is processed by a server-side script such as ASP, PHP,
Perl. Check with your host to see what that have available or support.

Thanks. I am waiting for my new host to tell me that my site is up. As
soon as I hear I shall check into server-side script availability.

Does the script mask my email address from spammers?
 
Yes, when you process email via a server-side script, the script is never
seen by the browser or spiders.

Depends on the script. A "generic" script usually requires the recipients
email address to be in a hidden form field - thus open to spam-bots reading
the HTML code on the form page. With a custom script, the recipients
address can be hard coded into the script itself, and thus never appear on
the form page.
