I just built a new system, with my first LCD monitor. I seeing faint
lines go up across the screen, from bottom to top. I have tried
changing the refresh rate (currently at 60hz), but it only gets
worse. My resolution is at 1182x864.

My system is as follows:
ECS Geforce4 Mobo
AMD 64 x2 4200+
1GB Corsair PC6400 RAM
Geforce 7100 video

any ideas why this is happening? defective display?

I'd suspect the wrong resolution setting.
Did you try 1024x768?

Changed the resolution, same result, any other suggestions?

You are guessing. We are missing the most critical pieces of information.
Namely, what EXACT model -and revision- of LCD monitor, and how is it
connected to the video card, if there is a choice?

However, I've never heard of an LCD monitor with a native resolution of
1182x864, so it's likely that PART of the problem is the OP is trying to run
the monitor in a non-native resolution. As I noticed he already tried 1024
X 768, I'd suggest bumping up to 1280 X 1024.

But again, we don't know what monitor, so that's a guess. -Dave
