My computer screen goes wavey alot, it looks almost like
an ocean at times, when I move my mouse around the screen
I have to keep restarting to get rid of it.

You may need to degauss your monitor. Look at the buttons on the bottom of
the enclosure (known as the "bezel") and press the degauss button. You may
need to hold the button down for a few seconds. Check the instruction manual
that came with your monitor.

See if you have any equipment like a mains plugpak or
transformer near the screen.
