wav->wma, how?

Hi
I have some wav files on my harddisk, that I want to encode to wma files.
How do I do this? I dont have a cd with the music? I use Windows Media
Player 11 and Windows XP. Do I have to use the Media Encoder 9? I hope the
Media Player 11 can do that...

Btw: Which bitrate in Media Player/Encoder is equal to 256 kbit/sec in MP3?
