.WAV creation

Can I create .WAV files on XP from, say, a CD...is there a sound recorder in XP? Can I then edit the .WAV file to a reasonable length to use as a ringtone or do I need some freeware like Audacity? Thanks in advance...

Use CDeX to rip from a CD and then Audacity to edit the wave file.
