Washed out image with menu system

Office 2003 Pro

I was assigned to work on a presentation which contains a menu system. Right
above the menu system there is a picture which appears to be washed out and
whenever I move my mouse over a menu point the corresponding part of the
picture gets highlighted. I need to create a menu system just like this but
with a different picture. To my knowledge only power point was used to
manipulate the picture, but I am unsure as to how to do it....
 
Probably done with a series of similar slides (except for the highlighted
portion)
There are probably mouseover actions to hyperlink to the relevant slide.
This would appear to be all the same slide.
 
Do you have the original presentation? If so, you should be able to check
out how they did the animations and the links.... My guess is that John is
right, the picture changes were done with hyperlinks, but looking at the
original file (or contacting the developer of it) is the only way to be
sure.
