Warping utility

I'm looking for an utility which can let me warp an image by hooking points
in the image and dragging these points (not as many utilities do by setting
some points and then starting the warping process).

Do you mean morphing? or more like Kai's Power Goo? Try this. The site
is in German but the app is in English

AnmanieSMP v2.4i (No-install, freeware)

A tool for interactive distorting of bit-map pictures. Similar to
Kai's Power Goo. The program offers various "brushes" for providing
distortion effects. (waxes, shrinking, rotating, pulling etc..)

Using Anmanie, pictures are putty in the hands of the processor.
Grotesque caricatures can be created and even stored as AVI videos.
