That's normal behavior from the Epsons, probably all consumer flatbeds.
If it doesn't warm up you won't get a proper exposure. Keeping the
light on at full strength all the time no doubt causes its own set of
problems. If you use ICE, the infrared lamp has an additional warmup
cycle after each regular pass, but I don't see ICE listed as a 3490
feature. With no ICE present, batch-scanning multiple items might cut
down on the number of warmups you encounter.
You could try Vuescan (
www.hamrick.com) to see if it operates the
scanner any more efficiently. Just be warned that the interface can be
intimidating to a new user.
