Want to restrict user to just dialup ISP and one program, how?

How do I setup a Win XP Pro machine so that a user can only use an isp
dialup connection and one or two programs. And not be able to access any
other portion of the system?
Thanks in advance.
 
Use the Local Users & Groups from Computer Management.

Or manually in Safe Mode.
