Want new XP profile that has no internet access

I would like to setup a profile for a child so he can play his games on the
computer but not have any internet access of any kind without my having to
actually remove or disable my internet connection everytime he wants to get
on.

I have basic knowledge of XP and figure I could set this up with the right
instructions. I do not think that creating the profile itself would be my
problem but limiting the access is where I think I would need the help.
