Want a universal desktop

I am looking to set up XP with a universal desktop for
each machine. These are generic machines and don't have a
need for the multiple desktops. Multiple users will be
signing on and we want them to get exactly the same thing.

You mean you want everyone who signs on to use the exact same account, with
the exact same My Documents folder and the exact same Favorites folder, etc?

Then just make one account, and don't make it an admin

Or do you mean you will use multiple accounts, but you want every user to
see the same Start Menu, and have access to the same programs?

Then modify the default user profile.
