Want a 3rd "results" sheet.

I'm just not that familiar with Pivot Tables, etc. Sorry
for the stupid question.

I've got Spreadsheet 1 that has a bunch of data and only
a subset of it is what I need. I need to pull out my
subset of data based on part of the info in column A of
Spreadsheet 1. Spreadsheet 2 has the info that I will
use to pull data from Spreadsheet 1. I want to create
Spreadsheet 3.

Ex:

Sheet 1
A B C
23.1 Smith John
23.2 Smith Kevin
23.3 Smith Angela
24.1 Jones John
24.2 Jones Kevin
25.1 Snoopy
25.2 Lucy

Sheet 2
A
23
25

I need Sheet 3 to have:
A B C
23.1 Smith John
23.2 Smith Kevin
23.3 Smith Angela
25.1 Snoopy
25.2 Lucy

So, for some reason, unknown to me, I am thinking "Pivot
Table", but don't know why or if that is even correct, or
how to do this.

How to I create sheet 3?
 
In sheet three, in the cell you want to pull data to from sheet 1 or 2, type
= the click back to sheet 1 or 2 and click on the cell or range of cells
that you want to pull into sheet 3, and hit enter.

not quite that simple.

sheet 2 has a cell that has a "23" in it. I want to pull
all the rows from sheet 1's column A that start with "23"
and put them in sheet 3. then sheet 2 has a cell that has
a "25" in it. I want to pull all the rows from sheet 1's
column A that start with "25"...
