Wan Miniport Error 31

I am getting an error in device manager for Wan Miniport (IP) #2 indicating
"This device is not working properly because Windows cannot load the drivers
required for this device. (Code 31)". I have tried to uninstall and
reinstall but it says "Failed to uninstall this device. The device may be
required to boot the computer." If I go into Safe Mode, the device does not
show up at all as I guess it's not installed in Safe Mode. I have been able
to re-insall the driver but still the error persist. After searching the
KB, I am unable to find anything that addresses my problem.

Any ideas how to solve this problem are greatly appreciated.

Days later I finally figured out a solution and thought I would share since
apparently no one else knows this answer.

Even though I don't use a dialup connection as this KB article describes,
this solution worked perfectly for me.
