wallpaper for domain

I've been tasked with making a standard wall paper for my entire
network.
My approach so far:
Opening the group policy for "default domain".
and disabling the abilty to change the desktop.
And I've included the file in Active Desktop however I have not figured
out how to commit this image to the desktop. Right now it is only an
option to choose which of course you cannot choose because i have
disabled it.

Any thoughts

In Folder Redirection entry for group policy, redirect My Pictures
(under My Documents) and set everyone's screensaver to the slideshow
(screensaver is in another section of the GPO editor) and put your image
into the folder you redirected my Pictures to and ONLY have that image
in it since the slideshow will look at all of them (including pics in
subdirectories). This works as long as My Pictures can be redirected
independently of My Documents and right now I don't remember if it can
be or not. AT work we redirect My Documents and My pictures so we didn't
try doing them independently.
