Waiting for Image Data

I am currently using IE 6.0, SP2.
When I click on a .JPG file to view it in IE I get a gray window that says
"Waiting for Image Data",, but the image never displays. Does anyone have
any idea what the problem and fix might be?

On one site? All sites?
 
I found the problem.
The web proxy exceptions listed the url that the images are stored on.
