Use the net time command on your domain controller to set
the time base on the US Naval Observatory clocks (they are
named tic and tock)
net time /setsntp:tock.usno.navy.mil tick.usno.navy.mil
Then go to all of your servers and set the time to the
domain controllers time.
net time /setsntp:yourdoman.local
This should resolve all time issues. If not there may be
a deeper problem that needs to be examined.
