If you set the server to ntp2.usno.navy.mil, please make sure your server
has the Internet connection correctly.
Please also check the registry settings of the W32time as the article.

| Every day I am getting an Event 11 in my System log and
| the source is w32time. I configured w32time to use one of
| the servers suggested in 216734, either ntp2.usno.navy.mil
| at 192.5.41.209 or tock.usno.navy.mil at 192.5.41.41.
