Am I right in thinking that when I do a net time on
any DC it should say the current time on the PDC
emulator? If so, mine doesn't it gives the current time
on itself. All other clients also give the time from this
dc aswell and so does the PDC emulator.

A net time will give the time on the forest root server (PDC
emulator). If the PC does not have a computer account in the domain
then it will give the local time.
If it is a member of the domain and the domain can not be found it
will give the message " No time source could be found"

However the time server for a client can be altered!
