W32time error on 2000 domain controller

I get a Event ID54 - The windows time service was not able
to find a Domain Controller and then
Event ID 64 notification that w32time service is stopped.

I looked at Technet and MS KB and all I see is this
problem with a NT 4 Controller. I only have 2000 Server
controllers.

Please help.
