W32/Blaster Virus

How do I remove W32/Blaster /virus from XP when the virus
is in the NTFS Partition that is Read only.

Hoping some one can help

Right, use that article and logon with administrative rights and change the
attribute from read-only so that you can make the necessary changes.

It removes several viruses. The protected read only is
probably the system restore. Turning system restore off is
part of virus removal on XP systems.
