W2K3 TS licensing

Hell
I have 3 terminal servers with a TS cal license server set on the first one
These servers are not domain controllers (no discovery), so I set the registry to point directly to the license server
I have activated 10 TS client license (on a per-machine basis) on the license server
my problem is : the license server is only distributing temporary tokens in spite of my 10 available license

what's wrong ? please, help m

Is there anything in the EventLog on the Terminal Servers?
Did you use the 2003 registry entries to point the TS to the LS
(the W2K entries are different):

Are the Terminal Server CAL's - per user? If so, you need to change your
terminal server to per user mode.

Run: tscc.msc
Expand: Server Settings
Toggle: Licensing -> Per Device to Per User
