Yes. In an existing system, just follow the steps.
In a Windows 2000 CD, please do the following:
1. Copy the contents of Windows 2000 Cd into the HD (e.g D:\WIN2K).
2. Open regedt32, select HKEY_LOCAL_MACHINE, then File->Load Hive.
3. Open D:\WIN2K\I386\SETUPREG.HIV
4. Type something there (e.g. NTsetup)
5. Apply the steps in the support article (Replace
HKEY_LOCAL_MACHINE\System\CurrentControlSet with
HKEY_LOCAL_MACHINE\NTsetup\ControlSet001)
6. select HKEY_LOCAL_MACHINE\NTsetup
7. Click File -> Unload Hive.
8. Burn the content of D:\WIN2K to a new CD with the original boot sector.
That's all.
