W2K+SP4: How to grant a restricted user permission to modify Date\Time?

I set the Full Control permission for a specific user for the following
registry key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation

This is what an article on the subject tells to do in Win XP
but it did not work for Win 2000.

The Win 2000 is not listed on the supported OS list and indeed,
when I was looking for the SeSystemtimePrivilege key
(while doing what I have already described), I could not find it.
