W2K+SP4: How to grant a restricted user permission to modify Date\Time?

I set the Full Control permission for a specific user for the following
registry key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation

This is what an article on the subject tells to do in Win XP but it did not
work for Win 2000.

Could you be more specific...?
I have no clue what EXACTLY I should do with these general terminologies.

open the local security policy from the administrative tools
on the left, expand local policies and click on user rights assignment
on the right in the list you will see change the system time
double click it and click the add user or group button and add the user(s)
or group(s) you want to allow to change the system time
