W2k SP3 to SP4 fails

have successfully updated 2 servers but third fails.
HP LC2000 - I compared the svcpack.logs from all
in svcpack.log on the bad server this appears to be the
problem line

It uninstalls fine - but I want to put SP4 on
What's the problem??
 
Try this but make a system state backup before proceeding:

1. Reset permissions on HKEY_LOCAL_MACHINE and propogate them down to the
child
objects. (Gave Administrators full control)
2. Rename the file MSISIP.DLL in the %windir%\System32 folder
 
I have the same problem. Did this fix work? What causes this? I have 1000
machines to deploy this sp4 to. And alot are getting this error already. I
can't do a fix like this for all the machines.
