w2k pro deletes "incoming connections" on reboot

This is the second time I have seen this and I am
desperate to find an answer. I am configuring "incoming
Connections" to recieve VPN connections on two accounts
with netbeui only. I can log out and log in as a different
user and the connection stays, but if I reboot, it
dissapears. Tried deleteing it and re creating it with tcp
checked with no change. What would cause this?
 
Check to see whether Routing & Remote Access Service service type is
Automatic or manual.

Go to Admin Tools ->Services, and properties of Routing & Remote Access
Service and check the startup type. It should be Automatic to have incomming
connections on reboot.
