W2K not recognizing Admin

I am running W2K on one of my systems and it does not
recognize any profile as an administrator. I cannot load
any new devices, or software as a result. Additionally I
cannot upgrade to XP Prof now.
 
Is there any possibility that a "domain" level policy
is in place overriding the local security setting?
Perhaps through cached cridentials?

If this W2K pc was joined to a Domain, and you are now
simply logging on Locally, it will still have cached
policies
as a security measure. If this is the case, remove the PC
from the domain (My Computer|Properties|Network
ID|Properties)
and remove from domain. This should remove any stored
security policy that would be overridding local Admin
rites.
 
The computer is a part of a small network. It is not
assigned to a domain, just a workgroup. There is no
domain login even required, all computers run as local.
 
Logon as the built in administrator account to see if that helps, that
account can not be removed from the local administrators group. If that
account can not do anything then that system has been compromised to some
degree though the local administrator can use the secedit command as
described below to reset security settings to default defined levels. ---
