W2K: How to let a specific restricted user to disable/enable LAN Connection?

The Control Panel->Network and Dial-up Connections->Local Area Connection
does not provide security properties.
Nor did I find any related entry in the Administrative Tool->Local Security
Policy.

In Windows 2000 you have to be an administrator to do this. Windows XP has a
new group called "Network Configuration Operators Group" which can do what
you want.

Your link, together with W2K Resouce Kit book, helped me to figure out how
to do it on W2K.
The follow up question then, if I want it to be perfect is:
How to prevent from a program to be able to switch the LAN connection from
Off to On, while I can switch back and forth from the keyboard/mouse.
