W2003 Server Peer-to-Peer Networking

There are 2 PCs running W2003 Server Standard Edition connected to each other
via Ethernet. How do I set them up for file and printer sharing on a
pPeer-to-Peer Networking basis?
 
If they are "connected to each other" they are already set up, right?
Perhaps you just need to identify what directories/files you want to share
on each machine.

They are on the same IP network, right?
They are in the same workgroup or domain, right?

They are part of the same workgroup and the C: drives on each machine have
been set to be shared, and "Administrator" logged in on both.

In Explorer, I can see the other machine name under "My Network
Places>Microsoft Windows Network" but when I try browsing the other machine
following message comes up:

"\\[machine name] is not accessible. You might not have permission to use
this network resource. Contact the administrator of this server to find out
if you have access permissions.

Logon failure: user account restriction. Possible reasons are blank
passwords not allowed, logon hour restrictions, or a policy restriction has
been enforced."
