W2000 user rights

What rights can I give a user (or group) in Windows 2000
so that he can install software :
- without being an administrator
- without being able to change TCPIP configuration
 
A regular user will be able to install a very limited amount of software. A power
user will be able to install most software. Neither can configure tcp/ip without
access to administrator credentials. In a domain you can use Group Policy to
assign/publish authorized software packages in the .msi format and to some extent
packaged .zap files. --- Steve
