Create a missing -vti-cnf folder in existing web site. Can't publish updates
in FrontPage to this site without this folder.

Recalculate hyperlinks on the live site and it "should" automatically recreate the folder.
If not, have the host repair / reinstall the extensions, and then recalculate hyperlinks.

The two methods did not work.

Are you sure you don't mean _vti_cnf instead of -vti-cnf
Where are you trying this - in a Disc based or Server Based web?
- what specific error message are you getting when you try to publish
And how do you know FP is not creating them?
- they are not visible in FP
