Clients computars that run W98 can make VPN conections using L2TP/IPsec ? Or just PPTP

If just with PPTP, what level of encryption can I use , 40bits, 56bits or 128 bits

Windows 98 Second Edition supports both PPTP and L2TP.
I'd go with the 128bit encryption. The higher the better.

Yes, L2TP/IPSEC configuration is a lot more involved than PPTP. You need to
create authentication certificates for the clients.

In Win98, add a VPN adapter from the Network Control Panel, and take it from
there.
