VPN w/ satellite connection

If I have a dynamic IP can I maneuver in Citrix/ windows server with my
satellite comnection. I am currently at the point where I must purchase the
Static IP- is there any way around this?

What do you mean by "maneuver in Citrix/ windows server"? If you want to
connect from the outside world to the server you have two options.
Static IP address (the best solution) or you can use dynamic DNS. Many
(most?) routers now support this, or you can use client software on your
server. Google.
