VPN not available in Windows xp Pro

Hi,

I have discovered that Virtual Private Networking (VPN) is not available in Win xp Pro on my PC. I have read that this is because 'Remote Access Connection Manager' in Control Panel/Administrative Tools/Services is not 'started'. I have tried to start up Remote Access Connection Manager but I get the following error message:

"Could not start the Remote Access Connection Manager service on Local Computer.
Error 5: Access is denied."

What does this mean? How can I get around this and more importantly get VPN to work?

Did you do an upgrade from an XP Pro cdrom that did not include
Service Pack 1 and the previous installation of XP did include SP1?
If so, when you did that upgrade, you removed SP1 and all XP Critical Updates
including the one that deals with the RPC vulnerability exploited by the
MSBLASTER worm and its variants. Before you connect to
the Internet, make sure you are behind a router with a firewall
or have a functioning third-party firewall or have the XP ICF
enabled. Then you will need to immediately go to the Windows
Update site and get all Service Packs (SP1A) and critical updates
installed. SP1A will need to be installed separately and be sure
to reboot before going back for the rest of the critical updates.
