VPN failed after installing SP4

"Error 619 - The specified port is not connected"
displayed during user authentication. VPN was working
prior to SP4 on Dell Optiplex GX1 with 128MB Ram.

Yet another SP4 problem

We do not apply this service pack because of numerous
problems we have encountered.
 
I have heard that sp4 changes alot of the permissions and
security settings on a machine already running 2k ... but
a fresh load ... you would have had to set from scratch
so it works ok ... can't quite remember what seetings or
where they are .... but it does seem to be by design!
wish they would have made that known ahead of time!

Can you do the following for me so I can help troubleshoot this...

1. open a cmd window
2. type in "netsh ras set tracing * enabled" (without the quotes) - this
will enable RAS tracing
3. now try to connect your VPN connection 2 or 3 times in a row.
4. Now send in the contents of %windir%\tracing and I will see what I can
find.
