VPN connection or Non VPN with Outlook

We can connect several Windows Mobile 5.0 devices such as the Treo 700w or a
Motorola Q to our exchange sever without VPN is there a way to do the same
in Outlook without using a VPN connection?
 
This newsgroup is for Windows Vista Mail and not Outlook. You need to ask
in an Outlook NG.
