VPN causes Internet Connection firewall changes to be inaccessable

My recently installed VPN connection causes one of my applications to act
like it is being blocked by a firewall. When I go to look at the ICF
properties on the Internet connection, there are no choices or tabs available
to make any adjustments in the property tab. All the options do appear when I
look at the properties for the VPN connection. It seems that when the VPN was
installed the Internet connection description says, This connection allows
you to connect to the Internet through a shared connection on another
computer. Shopuld I shut down the VPN when not using it?
 
If you mention the name of the VPN client someone may be able to help. Yes
some VPN clients [Cisco comes to mind] can act like a firewall even when not
enabled for VPN access. Also depending on the VPN client configuration all
internet traffic may be forced to go to the remote default gateway it uses
when it is being used.

I'm using XP Home edition VPN. Also useing a Linksys WRT54g router.
