VPN and services interruption

Whenever I tried to enable VPN either on RRAS or directly on an ISA server,
the symptoms where in the first case, the Web service on the same server
would stop functioning and the ISA services would never start after reboot.
This occurs if you setup VPN only configuration. The VPN connections in
Remote Access mode will not affect anything. The resolution was always to
disable VPN.

Can someone explain why this happens and what is the workaround?
 
If you are running ISA server, you should not try to configure VPN access
directly from RRAS. You should configure it from ISA.

If that isn't working, I recommend that you post in the ISA newsgroup.
 
Of course I have used the ISA configuration tool and the effect was the
same. However my question is general and I am asking why this problem occurs
both on ISA and non-ISA configurations.
 
In RRAS, it depends on how you do the setup. If you use the VPN Server
option in the W2k RRAS wizard, it sets the machine up as a VPN server ONLY.
It configures filters on the public NIC to block all traffic except VPN.

If you want VPN access to the machine but want other services to run as
well, set it up using the remote access option.
