VPN and PPTP Bandwidth limited to 28 kbps

Please help... I have a server running Server 2003 Standard... I have made a vpn connection from various locations... I am using high bandwidth DSL connections from all of the locations I've tried and the bandwidth is that of Dial-Up... I am using RRAS and have tried everything I can think of to fix the problem... This is the scenerio

SERVER ---> SWITCH ---> Watchguard SOHO6 ---> DSL MODEM ---> INTERNET ---> LINKSYS 4 PORT ROUTER/SWITCH ---> DSL MODEM ---> XP PRO SP1 CLIENT

All firmware has been updated to the latest versions... When any VPN connection is made it shows connections as a "28 kbps Link Speed" in the Networking tab of the Task Manager in the Server... I have tried the connection from other locations... it is so SLOW... I have set the Server In front of the firewall... I have connected the server and clients directly to their respective DSL modems and still nothing !!!

PLEASE HELP !!!
 
This value that is showing up on the RRAS server isn't the actual link speed. It's just a value specified within the task manager
interface. This isn't any indication of the actual link speed or bandwidth limitations for the VPN.

You will need to troubleshoot this as you would any slow network problem. The things you'll want to verify are MTU sizes to see
if there are any limitations of frame sizes. Keep in mind that we artificially lower the MTU for VPN connections to 1400 bytes. If
you use the ping -l size -f command the largest size parameters that should work is 1372. You may also want to setup Netmon
on the server and use the netcap utility on the XP clients to take traces of the connection. This may help identify if there are
network latency or reliability problems.
