VPN Access from a library, etc...

I would like to connect to my LAN (we have a VPN access)
through various computers such as hospital,library, etcc.
How can I do this?
 
I doubt you can, since you probably need administrator access to set up the
connection. Something tells me the library doesn't hand that out to
transient users...
