Voting ( I have Windows 2000/Outlook 2000)

I am trying to tracking voting repsonses. When I initially sent out
the email, I choose (Options-->Tracking and choose Voting--> Yes:No).
The receipitants are not getting the Yes:No Option. To test this I
have sent over and over to myself, and when opeing up the email, I do
not get the yes:no option. However, when I go to the sent box and
open up the original email, the Yes:No is there, and if I respond to
it, then the voting process works perfectly.

Why cant the initial recipiants get the Yes:No option?
