Outlook 2000

When I use the voting option for an outgoing email, the users are not
getting the Yes:No Option. However, when I open up the email in my
sent box, it has the Yes:No Option, and if I reply it starts the
tracking.

How come my receipiants, who have Outlook 2000 are not getting this
option in the original email.

The user also needs to be using Exchange (as opposed to POP3 or IMAP).
Is this the case?

It is not necessary for all users to be on Exchange. The key is that the message needs to be sent in rich-text format. Jeff needs to check the properties of each recipient address.
