Voltages can cause instability?

Hello
voltages in my pc are:

3.3V Voltage: 3.184-3.230V
5V Voltage: 5.160V
12V Voltage: 12.281V

3.3voltage I think that's a bit weak. What components need of this voltage
inside the computer? Video card?
Now, I'm thinking to change my videocard. What is the Geforce FX that has
the same performances of GF4 Ti4600?

CPU I would imagine.

Why on earth do you want an FX?! If you're a hardened gamer, you'd be better
off with a Radeon (9800 Pro or above).

You don't say if your machine has the four-pin 12v connector to power the
CPU. Yes, the video card is the main power-draw on the 3.3v rail.
Now, I'm thinking to change my videocard. What is the Geforce FX that
has the same performances of GF4 Ti4600?

FX5700 Ultra or thereabouts. However, that ti is a good card, personally I'd
be using it for a while yet unless you really need (as opposed to want)
partial DX9 support or you have a really graphics-hungry game. I'm still
quite happy with my ti4200 and won't be replacing it in a hurry. Maybe when
the FX59xx cards drop considerably in price as the new nVidia range is
introduced over the coming months. Maybe next year the price of the FX59xx
range will make them a cost-effective upgrade.

You mention instability. Are you experiencing any instability? I don't think
your 3.3v rail is low enough to be a problem. I recently replaced my PSU as
the 3.3v rail was between 2.98 and 3.15v. However, the machine was still
rock-solid, and had been like that for months. I just replaced the PSU for
my own peace-of-mind, and because I already knew the one I had was crap and
probably would have died sooner rather than later.
