How can I get this virus removed. Norton wants to charge $99.00 to remove it
for me. What am I paying a subscription for?

Uh, why would you ask about a virus problem in a .NET programming discussion
group?
I agree that it's pretty outrageous for Symantec (Norton) to want to charge
a fee to remove something you already paid them to protect you from, but
you're unlikely to get useful help here.

Your favorite search engine is your friend. Search for Anti-virus forums and
ask there.
